Erecting a pipe rack member by member means repeated crane cycles, repeated fit-up at height and repeated inspection on scaffold.
Delivering the same rack as pre-assembled bays cuts the number of lifts, moves most of the fit-up and welding to the ground, and converts site duration into shop duration where the work is cheaper, safer and easier to control.

The risk with sub-assemblies is simple: if the bolt holes do not line up at site, the saving is lost and the erection front stops.
Match assembly in the shop, controlled hole marking and recorded dimensional checks are what make the approach work. Sections are confirmed to fit before they are blasted, painted and loaded.
